Queanbeyan, Jerrabomberra and Googong sit minutes from the ACT border, and plenty of people treat them as part of greater Canberra. For most purposes that is fair enough. For painting, it is not, because these are New South Wales homes governed by New South Wales rules, and the housing stock across the three is about as varied as it gets in this region.

The licensing rules are different, and they are stricter
This is the practical difference most homeowners never hear about.
Painting and decorating is not currently a licensed trade in its own right in the ACT. In New South Wales it is. A painter must hold a NSW contractor licence to carry out, advertise or contract for residential building work valued at more than $5,000 in labour and materials including GST. Stand-alone interior painting contracts have been exempt since 2015, unless the paintwork forms part of other home building work, but a typical exterior repaint on a Jerrabomberra or Googong home comfortably clears the threshold. Penalties for unlicensed work under the Home Building Act run to $22,000 for an individual.
What this means for you as a homeowner in Queanbeyan, Jerrabomberra or Googong: you can ask any painter for their NSW licence number and check it yourself, free, on the NSW Fair Trading public register before you accept a quote. Canberra homeowners have no equivalent register to check, so if you live on the NSW side, use the advantage.
Queanbeyan: older bones, and what hides under the paint
Central and older Queanbeyan carries housing that predates most of Canberra's suburbs. Weatherboard cottages, brick homes from the mid-century, fibro additions and the odd genuinely old building near the river. It is a lovely stock to work on and it needs a more careful approach than a newer estate.
Two things drive that.
Lead paint. Homes painted before 1970 are likely to contain lead-based coatings. Sanding or scraping those back without containment puts lead dust through your ceiling space, garden soil and window reveals, which matters most in houses with young children. On older Queanbeyan homes we test before disturbing existing coatings and contain the work area properly rather than assuming it will be fine.
Asbestos-containing materials. Fibro sheeting, eaves linings and some older wall sheeting in pre-1990 homes may contain asbestos. Painting over sound, undisturbed sheeting is generally not the issue. Sanding, drilling or high-pressure washing it is. This is exactly why we hold asbestos and silica awareness training: the point is to recognise it and stop, not to work around it.
If your Queanbeyan home has weatherboards, expect the preparation to be the bulk of the job. Scraping back failed areas, spot-priming bare timber, replacing perished putty and caulking joints takes far longer than the painting itself, and it is the only thing that makes the finish last.
Jerrabomberra and Googong: newer homes hitting their first real repaint
Jerrabomberra grew through the late 1980s and 1990s onward, and Googong has been building steadily since the early 2010s. Very different vintages, but they share a similar construction language: rendered facades, lightweight cladding, Colorbond roofing and trim, large west-facing glazing, and a lot of exposed elevation.
The timing question comes up constantly. A Jerrabomberra home from the 1990s is almost certainly past due for its second exterior repaint. A Googong home from 2013 or 2014 is arriving at its first, and many owners are surprised, because the house still feels new. It is not the house ageing, it is the coating.
What we see on these homes specifically:
Rendered walls. Render is unforgiving about moisture and movement. Fine hairline cracking is normal and gets bridged during preparation. Wider cracking, render drumminess or bubbling paint usually means water is getting behind the coating, and painting over it just buys a season. That needs identifying before quoting, not after.
West and north-west elevations fail first. On almost every exterior we quote in these estates, one or two elevations are visibly chalkier and more faded than the rest. Canberra region UV combined with an exposed aspect does the damage. Full elevations are repainted rather than patched, because a touched-up wall in aged paint always reads as a patch.
Estate covenants and design guidelines. Newer Googong stages in particular carry design guidelines that can affect external colour choices. Worth a five minute check with your developer or owners corporation documents before falling in love with a colour, especially if you are changing rather than refreshing.

The climate does the same thing on both sides of the border
Queanbeyan, Jerrabomberra and Googong get the same treatment Canberra does: heavy winter frosts, cold overnight minimums well into spring, high summer UV and low humidity. That combination is hard on exterior coatings and it narrows the working window.
Practically, it means exterior work is scheduled around surface temperature and dew point, not just the forecast. Paint applied late in the day in May will not cure properly before the surface drops below the minimum application temperature overnight, and the failure shows up months later as poor adhesion. Being local is genuinely useful here, because we know how early the frost settles in a valley suburb like Googong compared to an exposed rise in Jerrabomberra.
